The United States needs to keep the focus on al-Qaida while targeting Iran. It isn't easy.


First, the four coordinated truck-bombings of 14 August 2007 which targeted the Yezidi religious minority in northern Iraq inflicted the largest death-toll of any single incident - more than 400 - since the invasion of Iraq in March 2003. Second, the US's indication that it intends to designate Iran's 150,000-strong Sepah-e-Pasdaran-e-Enghlab-e-Islami (Islamic Revolutionary Guards Corps, or Pasdaran) as a "foreign terrorist organisation" entails more than an escalation of rhetoric: it has serious practical implications for the relationship between Washington and Tehran, and adds a further element to an already polarised atmosphere where the possibility of military action against Iran cannot be ruled out (see Helene Cooper, "U.S. Weighing Terrorist Label for Iran Guards", New York Times, 14 August 2007).

The devastating human cost of the assault on the Yezidis in Nineveh province has rightly been the main focus of attention in its immediate aftermath. On a political level, its motivation may not be so straightforward as pure sectarian hostility towards a supposedly heretical sect. Rather, it almost certainly forms part of a wider political agenda to limit Kurdish control of some of the key oilfields of northern Iraq. The Mosul district in particular is central to this objective (see Patrick Cockburn, "Desperate search for survivors among Yazidi homes destroyed by bombers", Independent, 16 August 2007)

This presents a problem for US forces, whose intensive concentration on the "surge" strategy in Baghdad and other selected areas means that are no longer present in large numbers in Mosul; this makes it easier for formerly Baghdad-based insurgents to regroup and operate elsewhere. But if the vulnerability of communities such as the Yezidi to insurgent attack in such circumstances is thereby exposed, it would be wrong to conclude by default that the surge in Baghdad itself is working.

The reality is that even in the greater Baghdad area the insurgency continues. The day of the Yezidi attacks, 14 August, was marked by lesser-reported incidents in the capital or its vicinity: the destruction of a major bridge on the Baghdad-Mosul road, the loss of a US helicopter (with five service personnel killed), and - an extraordinary incident - the kidnap of several oil-ministry staff (including a deputy minister) by around fifty uniformed gunmen in seventeen ostensibly official vehicles.

How does the George W Bush administration respond to this pattern of events? Both it and American military leaders have been quick to blame the al-Qaida movement (in the form of its putative Iraqi affiliate) for the Yezidi attacks at least; and the president and his chief allies maintain an unbending view of the Iraq insurgency in general as an almost entirely al-Qaida operation.

Washington's narrative of the core role of al-Qaida in Iraq may retain considerable have domestic value in its ideological presentation of the Iraq war as part of the wider response to 9/11. The problem is that it then comes into tension with the fact that the main current challenge to United States forces in Iraq comes from Shi'a militias, whom Washington sees as sponsored or supported by Tehran. Indeed, some US military sources see the militias as presenting the most severe long-term threat (see "Iraq's high summer", 9 August 2007); for example, General Raymond Odierno has said that in July 2007, no less than 73% of all attacks in Iraq were launched by Shi'a militias rather than the al-Qaida movement or Sunni nationalist insurgents.


Sh'ia militia

Indeed, a big part of the military surge has actually been the attempt to curb the power of these militias (see Gareth Porter, "US 'surges', soldiers die, Blame Iran", Asia Times, 16 August 2007). The Bush administration's determination to highlight the al-Qaida connection partly explains why this aspect of US strategy has not been widely reported. At the same time, the need to sustain the momentum of antagonism towards Iran means that the Shi'a militias are a useful card to deploy in a verbal barrage that is notably increasing.

Iran's windfall

There's no escaping Iran. What is particularly problematic for Washington is an unforeseen geopolitical effect of its war in Iraq: that Iran, the most significant remaining member of the original "axis of evil" has seen regimes to its east and west (the Taliban's Afghanistan and Saddam Hussein's Iraq) terminated - yet Tehran has been able but to relate more closely with the successor regimes in both states, even though these are supposedly pro-American.

This readiness to make friends with the United States's allies in no way modifies the Bush administration's view that Iran remains its main state enemy, one moreover that is tainted by endorsement of and participation in "terrorist" activity.

This is a viewpoint that has been expressed at official level on many occasions before the "naming" of the Revolutionary Guards; to take but one example, a press release of 5 September 2006 entitled "In Their Own Words: What the Terrorists Believe, What They Hope to Accomplish, and How They Intend to Accomplish It" cites the main al-Qaida leaders, but (as Nick Ritchie has pointed out) also refers four times to Mahmoud Ahmadinejad under a sub-heading that reads, "The Terrorists On Their Absolute Hostility Towards America".

In this light, the signalled branding of the entire Revolutionary Guard as a foreign terrorist organisation is both a continuation and an extension of existing charges against Tehran and its leading state organisations, in particular that the guards have directly aided insurgents in Iraq through the provision of training and weapons.

Again, the move may not be all it seems. The US decision may in part be motivated by an effort to "bounce" both the US's allies and the United Nations Security Council into agreeing tougher sanctions against Iran. Moreover, it comes at a time of real concern in Washington at the manner in which Iran is seeking to capitalise on its geopolitical windfall by soliciting its neighbours.

The three-day visit to Tehran by Iraqi prime minister Nouri al-Maliki in August 2007 (his second in a year) is awkward for the US government; not least, it contributes to the political chaos in Baghdad by alienating further the leading Sunni political representatives who have resigned from the government (a situation which the Shi'a-Kurdish deal announced by Iraq's president, Jalal Talabani, on 16 August is unlikely to reverse).

On the other side of its border, President Hamid Karzai has - even before the visit to Kabul of his Iranian counterpart Mahmoud Ahmadinejad on 14 August - spoken favourably of the cooperation between the two countries, of Iran's substantial reconstruction aid which benefited Afghanistan's western provinces, and of Iran's (albeit increasingly reluctant) hosting of huge numbers of long-term refugees from Afghanistan's wars.

Putting reality together

How does the Bush administration manage to make an intellectually coherent case for a need to keep both al-Qaida and Iran in its sights? Some of the more radical elements of the neo-conservative fringe in Washington ingeniously make the case the Tehran regime and al-Qaida are two sides of the same threat; but this is hard to argue for at a level deeper than ideological convenience.

In such circumstances, the most reliable standby is the mechanistic, Manichean view of the "war on terror" as propagated by some of the unreconstructed but still influential elements around the White House (see "The world as a battlefield", 9 February 2006).

After 9/11, the war was directed very largely against the Taliban hosts of the al-Qaida movement in Afghanistan, notwithstanding some early efforts byconservative opinion-formers to include Iraq. But in the first half of 2002, two key speeches by George W Bush expanded the entire remit of this war.

First, his state-of-the-union address on 29 January 2002 identified North Korea, Iran and Iraq as the much-vaunted "axis of evil", arguing that their pursuit of weapons of mass destruction and support for terrorism made these regimes unacceptable in a civilised world. Second, his speech at the West Point military academy on 1 June 2002 emphasised America's right to pre-empt future threats.

In the five and a half years since - a period of spreading conflict in Afghanistan, Iraq, and Lebanon, and persistent al-Qaida attacks - the "war on terror" has metamorphosed into an even wider "long war against Islamofascism". This embraces a host of suspects: al-Qaida itself; the Taliban; Islamist militias in Pakistan, Somalia, north Africa, Thailand and the Philippines; all the differing insurgent groups in Iraq; Hamas in Palestine; Hizbollah in Lebanon; and now the Revolutionary Guard in Iran.

This crude and simple worldview bears little relation to reality. What is more important, however, is its political potency. The George W Bush administration may be trapped by a fantasy of power and control that is ever farther out of reach; but as the presidential and congressional elections of 2008 approaches, it is likely to use the enormous resources at its disposal to project this fantasy to the American people with undiminished vigour.

Islamo-fascism is a new name but the concept has a long history. It is clearly a combination between the ways of looking at Islam, with the policies of the fascist regimes of the twentieth century in Europe.

(1) Although there are serious discussions about the exact meaning and extent of fascism

(2), and the roots of the term

(3) most of the sources agree that some characteristics are common in all fascist regimes such as:

1- Love of war and the acute need of the foreign enemies that can be accused of all shortcomings

2- Military rule.

3- Lack of tolerance and respect to other ideologies

4- Disrespect of human rights

5- Authoritarian or totalitarian regime6- Demagogic tactics to rally the support of people7- Using zealots and paid lackeys for putting pressure and even elimination of opponents.8- Feeling of having a divine mission9- The arrogance of believing in the superiority of one particular ideology (their own) over all others.We can find all of these characteristics in the regime of the Islamic Republic of Iran:

1- Love of war: There is no limit in fighting against the infidels in the ideology of the ruling regime in Iran. There is no distinction between the military and civilian population. Every person of the un-Islamic world is enemy.
The people are divided to those of us and those of the others. The Muslims that do not cooperate with the regime of Iran are from the others. Mullah Khomeini, the so-called founder of the Islamic republic in Iran, always called the Iran-Iraq war (1980-1988) that resulted in killing of millions of people in Iran and Iraq and devastation of the two countries a God given blessing. The administration of Iran under the presidency of Ahmadinejad, claims to revive the legacy of Mullah Khomeini and for the same reason they are very interested to start same kind of war in the region.

2- Military rule. The regime of Iran has been heavily relying on the military elements who are indoctrinated by the ruling Mullahs. The Islamic Revolutionary Guards used to have many sensitive posts in Iran and in the last two year or so (especially since the administration of Ahmadinejad was installed in Iran by the rigged elections), they have taken many civilian posts.

3- Lack of tolerance and respect to other ideologies- the regime of the Islamic Republic of Iran has been promoting the religious intolerance. The freedom of expression for all groups has been violated and the mass media are under the strict control of the regime. Under the new administration in Iran the extent of intolerance towards all religious and non-religious groups are increased.

4- Disrespect of human rights- The principles of the Human Rights as mentioned in the Universal Declaration of Human Rights and the UN Convention on the Civil and Political; and the Convention on the Social and Economic Rights are all considered as tools of expansion of the Western cultures and they are rejected as such. Killing of the violators of the Islamic rules is permitted by God. The women are not equal with men. Democracy is void. The population of the states, even in the Islamic states is not entitled to decide about their fate. The religious leaders decide what is good for the people. Arts, educational institutions, cultural activities, music, literature, painting, sculpturing, and so on must only are in the service of the Islamic tenets as defined by the religious authorities. There is no freedom of assembly, press and expression, the people rally in the streets when the officials say so and they demand whatever the religious leaders have defined. Religious and other minorities are not supported and there is clear contradiction between Islam and the universal standards of the human rights. Almost all 30 articles of the Universal Declaration of the Human Rights are seriously violated by the Islamic Regime of Iran. The most important cases are: the violation of women's rights (the regime of Iran is not ready to accept the equality of men and women and as such it has refused to adhere to the UN International Convention of the Elimination of all kind of Discrimination against women), violation of the fundamental freedoms for the minorities in Iran (including the Baha'is), violation of the fundamental freedoms of the Iranian people, mistreatment of the political prisoners, and denying the rule of law.


5- Authoritarian or totalitarian regime- the regime of Iran is openly enemy of democracy. The Mullahs of Iran have made it clear time and again that they do not believe in the role of people in determining their own destiny. Ayatollah Khazali, a prominent member of the Iranian Constitutional Assembly (called Majles Khobreghan or Council of Islamic Experts) has said: "...what is the meaning of the people's demands? Who are the people to demand something? The people should only implement the rules of Allah."

(4) Also, Ayatollah Mesbah Yazdi, the Head of Imam Khomeini's Educational and Research Institute, has said: "...the legitimacy of the Supreme Leader comes from the infallible Imams, not from the people."

(5) Khomeni had said: "...do not listen to those who speak about democracy. These are enemies of Islam. Anyone who wants a republic is our enemy…did you create this revolution to become like Swiss? We break the poisonous pens of those who talk about nationalism, democracy and similar things..." Also, Dr. Ali Shariati, the great demagogue and fabricator of the Islamic hallucinations, and at the same time, the biggest ideological backbone of the Islamic revolution in Iran has said: "leadership can't be the result of common people's votes. It can't come out of the corrupt masses of the people. Imam is the directly responsible for the policy of the society and he has direct leadership in economy, army, culture, foreign and domestic policies..." He adds in another source (Shiitism, a comprehensive party) : "It is necessary to have blind obedience. This is the real meaning of emulation in Shiitism. The same applies to the deputy of the Imam...a person that does not know his Imam, is like a sheep that has lost its Shepard."

6- Demagogic tactics to rally the support of people- the street demonstrations have become the standard method of the Iranian Islamic regime to show the will and demands of the people. However, it is clear that no rally or demonstration is held in Iran unless all of its arrangements (including the slogans and the resolutions) are defined by the government. The staged demonstrations are manned by the groups that get special privileges from the regime and in many cases the demonstrators do not know the subject of demonstration before they get to the pre-determined places.

7- Using zealots and paid lackeys for putting pressure and even elimination of opponents- the zealots that are trained to attack the opponents are an active part of the governmental apparatus of the Islamic regime in Iran. The religious thugs attack the gathering of the people, enter the houses and places of business and bother the people. They attack the speakers in the places that are not approved by the regime and the women that have not observed the Islamic code of dress. 8- Feeling of having a divine mission- it is one of the most important features of the Islamic regime in Iran that it thinks it has a divine mission to change the world order. The followers of the Hidden Imam in Iran think that he is going to appear and conquer the whole world and they should make themselves ready for the war in the army of the Hidden Imam

(6) The regime of the Islamic Republic of Iran believes that it has a divine mission to fight the Western culture and impose policies that it considers to be Islamic.9- The arrogance of believing in the superiority of one particular ideology (their own) over all others- the regime of the Islamic Republic of Iran believes in the supremacy of the version of Islam practiced by the Iranian Mullahs as the best arrangement for the whole world. For the same reason, Ahmadinejad had asked President Bush to have a free televised discussion with him about which system (the Western liberalism or the Islamic regime as practiced in Iran) was good to be the world order.

(7) The regime of the Islamic Republic of Iran believes that the Western way of life is corrupt. The regime of Iran is seriously thinking that the Western democracies are going to fall, as the USSR fell, and one of these days the Islamic regime will get a chance to introduce its role in the global level. It does not believe in validity of any arrangement with the "Western" infidels and all of the agreements with the West are temporary and subject to abrogation as soon as the Islamic power gets the possibility to do so. For the same reason they want to get nuclear weapons.
A look at the regime of Iran reveals that all of these elements are clearly present in those government and politics of the present regime of the Islamic Republic of Iran and it very much deserves to be included under the title of Islamofacist regimes.

Israel should have [a long time ago] press the UN for:
1) Condemming Arab Muslim 'Palestinian' parents, teachers, leaders, Mullahs, for using Arab kids as human shields and as human bombs, clarifying the real culprits in Arabs' deaths.
2) Violations by ILLEGAL PA Arabs "settlers" on Israel's "agreed" borders by the UN.
3) "Palestinian" Violation of virtually ALL agreemants pacts with Israel (Oslo, Camp David, etc.).
4) The PA official media & education = hate (crimes) campaign on "the joos", (not just on Israel...).
5) Exposing the constant intimdation on nations by the GOLIATH ARAB MUSLIM (oil) block, to tarnish innocent Israel in the UN.

TO THE ARAB MUSLIM ANTI-ISRAEL PROPAGANDIST:

1) Are you denying that the Arab racist attacks on Jews in Israel/"palestine" has started since 1838 (Safed) [so were the attacks in 1883, 1920, 1921, 1929 - Hebron, etc.]?

2) Had Israel be a (mostly) Arab-Muslim State, would the intolerant Arab-Muslim Goliath world not accept them?

3) Why is there a complete silence on the historical fact of Arab immigration late 1800s early 1900s into Israel/"palestine"?

4) What anti-Israel bigotry is stronger, the "Arab racism"; factor? or the 'Islamic-Jihad' factor?

5) 'Moral equivalence' Do you have Arab activists on behalf of Israeli victims, just like you have Jewish, Israeli, Zionists activists for the (so called) 'Palestinian cause' (whatever that is...)?

6) If humane Israel would really go after "unarmed poor palestinians" as the 'Pallwood' propagandists tell us, How many Arabs would have survived Israel's might?

7) Who's more at fault, the Arab Muslim "Palestinians" parents pushing for Shahid-isim, or the indoctrinating Mullahs, Imams in the holy Mosques for using "Palestinian" kids and women as human bombs and as human shields (so they can blame the Zionists when Arab kids die)?

8) What would have happened if Arab Muslim "Palestinians" would have invested as much energy in rebuilding their lives as they do in destroying both nations' lives in fascistic Jihad, total hatred and campaign for GENOCIDE [to "drink the blood of the Jews" or to "push them all to the sea", or to "wipe them off of map"]?

9) Why does "bad" IDF Israeli army announce an area residents' civilians to evacuate before an operation against terrorists?

10) Why did Humane Israel's IDF invented specially low range missiles designed to hit ONLY the [terror] target and minimize collateral damage?

11) When was the last time the "Palestinian" well oil-ed propaganda machine has retracted [or even apologized] for it's usual PALLYWOOD fake images industry?

12) What's the difference between a Christian in Indonesia, Buddhist in Thailand, Christian in Nigeria, in Philippines, Australians in Bali (2002), non Muslims in London (0707/2005), in Madrid (bombing), "not the-right-kind-of-Muslims" in Shiite-Sunni hateful massacres in Iraq, oppression & massacres in the "Islamic Republic of Iran", and Israeli victims of the same "evil ideology"?

13) What's a harder oppression, your "average" Arab Muslim regime's on it's own people, Hamas-tan Islamic Apartheid [which most "Palestinians" supported!] on non Muslims, or the pro-Jihad parents' on their kids?

14) What would have happened if at least ONE Arab Muslim nation [regular or oil-ed one] would really care about the Arab [brothers, that since the 1960's started to call themselves as] "Palestinians" and let them get off the terror slum into normality and even prosperity?

15) What part of 'BLIND FASCISM' do Arab-Muslims deny, the usual obsessed anti Israel demonization [no matter what Israel does] or the reluctance to see Israel's super kind gestures for those that are trying to kill them [releases from prison, giving away own land vital to it's security, humanitarian aid, etc.] not as goodness but as "weakness"?

16) Why is it that when Islamists terrorists [Hamas or Hezbullah, Islamic Jihad, etc.] succeed in making sure Arab kids die [with their known tactics of cowardly firing among or behind children, etc.] the Arabs, Muslims rejoice and the Israelis, Jews are saddened ?

16) How can land be an issue [or the blatant lies the Arab lobby's financed: Jimmy Carter has said, though he admitted that Israel is a great equal democracy for all, Arabs and Jews alike!'] if "moderate" Palestinian official government still has venomous hatred and pro 'death cult' in it's regular curriculum and on it's official TV, or that such "moderate" Arab media outlets [like Al Jazeera] still glorify mass murder as "martyrdom"?

17) Who's more powerful, the Arab Muslim Goliath Oil mafia "lobby" on the world or a Chinese, Italian, Israeli, Irish, pharmaceutical, cigarettes lobbyists in Washington?

18) Had the International Arab Muslim lobby of nations in the UN [or the EU] not threatened other nations to bash Israel 24/7 [motivated by intolerance only!], What would be then the outcome?

Let's make it clear, even if there will be a "Palestine" state, it will never change the factual history, that a group of foreign Arab immigrants came into the (historic) land of the Jews (and started to call themselves as "Palestinians" in the 1960's) and hijacked the world comunity via terrorism and Arab oil power to give them yet a second 'Palestine' state (after Jordan).
